On December 19, 2008, the Bush Administration auctioned off oil and gas leases on more than 103,000 acres of land near national parks in Utah for oil and gas development. The Salt Lake Tribune said, "The BLM acted with blatant disregard for its mission to protect Americas' special and irreplaceable lands." A temporary restraining order blocked the BLM, the agency in charge of the leasing of Public Lands, from moving ahead with the leases. Two weeks after taking office in 2009, President Obama's new Interior Secretary, Ken Salazar, ordered a complete review of the federal government's oil and gas leasing program. Nearly 140 million acres of BLM lands were placed under review for possible revision. According to the agency's planning process, each of its 136 management areas is required to update its policies. Obama's reforms changed two fundamental philosophies of the BLM. 1. Oil and gas development is to be balanced with other values and uses of public lands. 2. The BLM informs industry which public lands are best suited for drilling (those least likely to face undesirable environmental impact), a change meant to reduce the number of conflicts that arise when industry choses parcels without agency guidance.
