However, the early prototypes made by the partners were essentially rolling fuel cells with barely enough space for two passengers. Fur- thermore, their fuel efficiency was poor. Over the next few years engineers im- proved the fuel cells and soon vehicles powered by these devices began to look like the Hot New Technology. In 1999, Ballard became a sparkling in- vestment topic due to a big break. Big news. It established an alliance with Ford. Meanwhile, by 1999, Diamler had taken over Chrysler and become Daim- lerChrysler. Ballard now had access to the US auto market. One analyst called the union "a break- through in pollution-free motoring." An- other called it "a giant step forward for Ballard and Daimler." Ford's chairman, William Ford, said the fuel cell would re- place the internal combustion engine. The director of DaimlerChrysler's fuel cell division agreed, saying, "It's time to replace fossil fuels. Hydrogen offers the best opportunity to do that."
